The United Kingdom and France Plan to Send Military Personnel to the Country should a Peace Deal is Finalized

Placeholder Diplomatic Meeting

The London and Paris have inked a statement of purpose concerning the positioning of military forces in Ukraine in the event a peace agreement be struck with Moscow, the UK Prime Minister, Starmer, has announced.

Subsequent to talks with Ukraine's allies in Paris, he said that the allies would "create operational bases in various parts of Ukraine and build fortified structures for arms and defense matériel" to prevent any potential attack.

The allied nations also proposed that the America would assume leadership in monitoring a halt in hostilities.

Moscow has consistently stated that any external forces in Ukraine would be considered a "legitimate target", but has as yet not commented on this recent announcement.

Context and Continuing Conflict

Russian President Vladimir Putin began a full-scale invasion of Ukraine in February 2022, and Russia presently controls approximately 20% of Ukrainian territory.

"This represents an essential component of our commitment to stand with Ukraine for the long-term," stated the British leader.

Top officials and top officials from the "Allied Coalition" were involved in Tuesday's talks.

Addressing reporters at a shared media briefing, Starmer noted: "It creates the pathway for the operational parameters under which British, French, and partner forces could function on the ground in Ukraine, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years ahead."

The PM added that London would take part in any Washington-directed confirmation of a possible ceasefire.

Defense Assurances and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "lasting safety pledges and strong reconstruction vows are vital to a enduring ceasefire" in Ukraine – mentioning a key demand made by Kyiv.

The negotiator indicated the partner nations had "mostly completed" their work on finalizing such pledges "to ensure the Ukrainian people know that when this conflict ends, it ends forever."

Donald Trump's son-in-law, former American President Donald Trump's representative, also participated in the discussions.

At the same time, French President Emmanuel Macron said that Ukraine's partners had made "major headway" at the negotiations.

He added that "comprehensive" security guarantees for Ukraine had been reached in the instance of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "significant advance" had been made in Paris, but added that he would only consider efforts to be "sufficient" if they led to the end of the conflict.

Recently, the Ukrainian leader indicated a peace agreement was "largely prepared". Agreeing on the remaining 10% would "decide the future of peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and security guarantees have been at the center of key disagreements for the parties involved.
  • Moscow has repeatedly warned that Kyiv's military must retreat from all of Ukraine's eastern Donbas or Russia will occupy it, refusing any concession over how to finish the war.
  • Kyiv has thus far rejected ceding any land, but has floated the idea that Ukraine could move its forces to an designated point – but only if Russia does the same.

Russian forces currently occupies about 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The areas form the area of the Donbas.

The initial US-led multi-point proposal that was widely leaked to the media last year was seen by Ukraine and its EU supporters as being strongly biased in Russia's favor.

This triggered a period of intensive discussions – with Ukraine, the US and European leaders trying to adjust the draft.

Last month, The Ukrainian government submitted the US an new 20-point plan – as well as separate documents describing potential security guarantees and plans for Ukraine's recovery, he stated.
